в чем отличие
standart от "home and buisnes" ?

С точки зрения функционала Word, Excel и других приложений, входящих в пакеты, они абсолютно идентичны. Разница есть в конфигурации прав, предоставляемых корпоративной лицензией и коробочной лицензией. если я правильно понял,
лицензия home and buisnes установленая на локальном компьютере не позволяет подключаться к терминальному серверу и использовать на нем офис

Для подключения к терминальному серверу Windows Server требуются лицензии Windows Server + CAL + CAL RDS.

Если Вас интересует "можно ли купить коробку(и) Office Home & Busines, поставить этот Office на терминальный сервер и использовать несколькими людьми?", то ответ на этот вопрос звучит так: нельзя.

как лицензируется офис установленный на терминальном сервере ?
разве не по наличию лицензии офиса на компьютере с которого к серверу подключаешься ?

По наличию. Но не любой лицензии.
